Butler County Infrastructure Bank 2023 Program Is Open for Applications
The Board of Commissioners (BOC) is happy to announce the opening of the 2023 Butler County Infrastructure Bank (BCIB) Program, a reduced interest rate infrastructure loan program exclusively benefiting municipalities in Butler County. On November 15, 2017, the BOC approved Program Guidelines and other pertinent program material in preparation for the first annual BCIB funding round. This program provides subsidized loan funding for communities to complete a variety of water and transportation related infrastructure projects in an effort to support economic development in Butler County.
Funding Terms & Interest Rate Subsidy
Eligible applicants may be awarded financing at a fixed reduced interest rate for the 10 year term equal to a 1.5% interest rate subsidy on the financing secured by the County. The official loan and payment terms will be determined following the issuance of County financing.
Eligible Applicants
The following entities based in Butler County may apply for BCIB loans:
- Municipalities
- Municipal Authorities (may require credit support from a local government unit)
(Note: School districts, redevelopment and economic development entities and private non-profit organizations may be beneficiaries of BCIB funding through cooperation with an eligible applicant but are not permitted to apply directly to the BCIB Program at this time.)
Eligible Projects
To be eligible for BCIB funding, projects must support the economic development initiatives and priorities as set forth by the BOC and must be eligible under Act 13 of 2012:
- Construction, reconstruction, non-routine maintenance and repair of roadways, bridges and public transportation and related public infrastructure.
- Construction, reconstruction, non-routine maintenance and repair of water, wastewater and stormwater systems/related infrastructure.
- Emergency preparedness and public safety, including law enforcement and fire services, hazardous material response, and 911 radios (first fiscal year only).

Application
In order to support the projects interested in utilizing the BCIB program, the application deadline is March 15, 2023 at 4 pm.
Pre-application conferences are required for application consideration and will be held through March 8, 2023 by appointment at the Butler County Government Center.
